Establishment of a Citizens鈥 Bond Oversight Committee
For bonds passed pursuant to Article 13A, Section 1(b)(3) of the California Constitution, which allows a 55% majority to pass the bond, the Pe糖心viog官方网站 College District鈥檚 (鈥淒istrict鈥) Board of Trustees (鈥淏oard鈥)is required by the California Education Code to appoint a citizens鈥 oversight committee(鈥淐ommittee鈥).On June 6, 2006, the District鈥檚 voters approved Measure A, which authorized the District to issue up to $390 million in general obligations bonds. On November 6, 2018, the voters of the District approved Measure G, authorizing the District to issue up to $800 million in general obligation bonds. The Committee was designated as the oversight committee for Measures A and G (鈥淏ond Measures鈥) on December 11, 2018, and its membership reconstituted on March 1, 2019. Measure G authorizes funding for needed repairs, upgrades, and new construction projects to the District and its colleges. Proposition 39 required a 55% supermajority for approval; Measure G was passed by 75.78%.
After a bond authorized under Proposition 39 is passed, State law requires that the Pe糖心viog官方网站 College District Board appoint a Citizens鈥 Bond Oversight Committee to work with the District.
Committee Responsibilities
In accordance with Education Code Section 15278(b), the Citizens鈥 Bond Oversight Committee shall:

Inform the public concerning the District鈥檚 expenditure of Measure G bond proceeds;

Review expenditure reports produced by the District to ensure that Measure G bond proceeds were expended only for the purposes set forth in Measure G; and
-
Present to the Board in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure G bond proceeds.
Appointment of Committee Members
All appointments will be made by the Board from applications submitted to the District. The Committee shall consist of at least seven (7) members appointed by the Board from a list of candidates submitting written applications, and based on criteria established by Prop 39:

One (1) student enrolled and active in a community college support group, such as student government. The student may serve up to one year after his/her status as a student ends.

One (1) member active in a business organization representing the business community located in the District.

One (1) member active in a senior citizens鈥 organization.

One (1) member active in a bonafide taxpayers association.

One (1) member active in a support organization for the District, such as a foundation.

Two (2) members of the community at-large.
No employee, official, contractor, consultant, or vendor of Pe糖心viog官方网站 College District shall be appointed to, or serve on, the committee. No Pe糖心viog官方网站 College District elected official shall be appointed to, or serve on, the committee.
Time Commitment and Term
Committee members will be appointed to serve one full two-year term and will be eligible for reappointment for a second and third two-year term. Members serve without compensation.
